THE COBALT TAKE · EDITORIAL ASSESSMENT

Our pre-launch recommendation: choose Arms when you enjoy a measured two-handed rhythm and useful control. We would learn its Rage discipline before chasing an unverified raid damage ranking.

PRE-LAUNCH GUIDE Source reviewed 30 October 2026. Forever launches 4 November. Talent data is versioned; balance and gearing advice remain provisional.

Mortal Strike

The capstone combines a deliberate weapon attack with healing reduction.

Bloodthrill

Connects Rend upkeep to Overpower opportunities.

Weaponmaster

Makes weapon choice a gear decision without the old separate weapon-specialization branches.

What Arms is trying to do

Arms rewards choosing the right next attack rather than filling every available global. A large two-handed hit, a useful bleed and a saved interrupt can all matter in the same short encounter. Start by identifying whether your target will live long enough to justify setup. A dungeon enemy that is already collapsing does not deserve the same preparation as a boss.

This is a Forever launch-planning guide based on published mechanics. Several specialist examples were written for the level-30 beta, so a complete talent tree is not evidence that a full level-60 rotation has been tested. Treat our priorities as a decision framework and check the current trainer and spellbook when the launch build arrives.

Build around a useful interaction

Read the Arms tree as a chain of decisions: your weapon choice, the Rend interaction, your response to Overpower and the role of Mortal Strike once available. Bloodthrill gives Rend an additional reason to matter, while Weaponmaster changes how you compare weapon upgrades. Improved Slam is worth examining when you want another deliberate attack between your main decisions.

Our preference for a first dungeon build is consistency before cleverness. A passive improvement that contributes on every pull can be easier to evaluate than an extra button you routinely delay. Do not import a Wrath allocation or assume that a familiar talent occupies the same row in Forever. Use the displayed prerequisites and keep encounter-specific utility in view.

A practical pull and damage priority

Before contact, identify the tank target, your safe position and the ability you may need to interrupt. Begin attacking without pulling the enemy away from the tank. Establish Rend when the target has enough remaining life to reward it; then respond to an available Overpower opportunity instead of allowing it to expire unnoticed. Keep your major weapon attack available rather than emptying your Rage immediately beforehand.

Use a spare-Rage spender only after accounting for the next important attack and any assigned utility. An empty resource bar just before an interrupt or target change is a planning failure even when the previous hit looked impressive. If you take Improved Slam, practice fitting it into the actual Forever rhythm rather than replaying an old swing-timer script from another expansion.

For additional enemies, first check whether they may be damaged. Cleave is a choice for approved targets, not a reason to break a control effect. Stop attacking or change position when a mechanic requires it; a clean retreat costs less than a death and a resurrection.

Choose weapons before inventing stat weights

Compare the weapon as a complete package: damage, speed, its Weaponmaster interaction and the encounters you are preparing for. A stronger weapon can change the feel of the specialization more than a small secondary-stat swap. Keep a useful alternative rather than discarding it merely because an old Classic list preferred one weapon family.

For the rest of your gear, examine hit reliability, offensive stats and enough health to survive unavoidable damage. We are not publishing a fixed hit cap, universal stat weight or final Best-in-Slot list before launch evidence supports it. Record what changed when you equip an item; do not credit every larger hit to the last secondary stat you gained.

Make the group easier to play with

Keep an accessible bind for your interrupt, movement control and defensive tools. Agree on who interrupts which caster instead of spending every stop on the same opening spell. Keep enemies facing away from allies when you briefly have attention, and move out of the tank position again once control is restored.

Stance changes deserve the same preparation as damage buttons. Tactical Mastery is baseline in Forever, but that does not make resource planning irrelevant. Know what you retain, what your next ability requires and whether the switch solves a real problem. Our view is that the Arms player who reliably prevents a dangerous cast is more valuable to a new group than one who wins a small damage comparison while ignoring it.

Review one useful thing after a run

Look for expired Overpower opportunities, Rage spent just before an essential attack, unnecessary Rend applications on dying targets and deaths caused by staying in melee too long. Change one habit on the next run. If you later compare logs, compare the same encounter length and assignment: moving to an add or performing an interrupt is work, even when a damage-only table hides it.

QUICK ANSWERS

Arms Warrior questions

Is this an optimal level-60 Arms raid build? +

No. It is an original pre-launch decision guide. The full tree can be explored, but current specialist beta examples do not establish a final level-60 optimum.

Should I copy my Wrath Arms build? +

Use it only as background knowledge. Forever changes talent locations, weapon specialization and baseline stance tools, so rebuild against the actual Forever tree.
